The episode begins as the narrator speaks. Stepney is shown pulling a train of Red Coaches past a windmill. He is seen passing Edward, who is pulling a train of Express Coaches.

Stepney the Bluebell engine is a small brown tank engine with six small wheels. He has almost been scrapped twice, the first time he was saved by Rusty.
|
There is a momentary flashback to "Rusty to the Rescue" before the narrator continues.

Narrator
|
and the second time by Sir Topham Hatt. 'Arry and Bert, the Ironworks diesels, had taken a dislike to Stepney and they almost scrapped him!
|
There is another momentary flashback, this time to "Stepney Gets Lost" before the narrator continues.

|
Stepney has a brother named Boxhill, who works on The Mainland with Gordon and Spencer’s brothers, Mallard and Flying Scotsman. Stepney used to work on the Bluebell Railway, until Sir Topham Hatt bought him along with his friends Brady and Olivia, because the three of them were going to be scrapped. He now works with Toby and Mavis at Anopha Quarry, and he occasionally helps Edward on his branch line.

One day, Stepney was working with Edward, but he was sad.
|
Stepney and Edward are seen stopped at Tidmouth Bay.

|
What's wrong, Stepney?

Stepney
|
I miss seeing the beautiful bluebell flowers on my old railway. And, I miss working with my brother.
|
The doors of Stepney's coaches are shut, and Stepney's guard blows his whistle and waves his green flag.

Stepney
|
There's my guard. Goodbye, Edward.
|
Stepney whistles and departs the station, leaving a pondering Edward.
|
The scene changes to later that day. Edward is puffing down his branch line with a ponderous look on his face. His driver notices this.

Edward's Driver
|
Penny for your thoughts, Edward?
|
Edward
|
I'd like to help Stepney feel happy again. I just don't know how.
|
Edward passes through Upper Brendam. On the station platform, the stationmaster is moving boxes.

Edward
|
That's it!
|
Edward's Driver

What's it?

|
I can ask Sir Topham Hatt to bring Stepney's brother, Boxhill to the railway for a visit.
|
Edward's Driver
|
That's a splendid idea, Edward. We can stop by Knapford later today and talk to Sir Topham Hatt about it. I'm sure he'll agree to it.
|
The scene changes to later that day at Knapford Station. Edward is shown talking to Sir Topham Hatt.

|
Edward's Driver was right. Sir Topham Hatt happily agreed to talk to Boxhill's controller, who agreed to let Boxhill visit the North Western Railway.
|
The scene changes to a few days later at Brendam Docks. Cranky is unloading Boxhill from a ship. Edward, Salty, Porter, Dawn, and BoCo are eagerly awaiting Stepney's arrival. Sir Topham Hatt is in Edward's cab. Just then, Levi bustles in.

He's coming!
|
Stepney puffs into the Docks pulling a train of vans. He sees Boxhill and gasps.

|
(shocked) Boxhill? What are you doing here?
